Engineering consulting proposals go wrong when they describe the work but not the standard it's being judged against. "Review the design" and "assess the system" sound like scope, but they don't say which code, which safety standard, or whose signature the final deliverable needs — and that gap is exactly where disputes over liability start once something fails an inspection or a client assumes your review carries more authority than it does.

What makes an engineering proposal different from a generic one
- Name the code or standard you're working against."Make it safe" isn't a scope — a specific building code, ASME or IEC standard, or OSHA requirement is. State it explicitly, because the deliverable is only meaningful in reference to a defined benchmark, and a client can't challenge (or rely on) a finding that isn't tied to one.
- Distinguish a review from a stamped design.A written findings report with recommendations is a different deliverable — and a different liability position — than a stamped, sealed design submitted for permitting. If you're not a licensed PE providing a stamp, say so directly in the proposal, and state that the client's engineer of record remains responsible for any stamped drawings required downstream.
- Draw the liability line before you draw the design line.Call out that you're not responsible for fabrication defects, construction execution, or outcomes if the client implements a modified version of your recommendation without review. - Objective — the specific technical question being answered: is this design compliant, is this system reliable, is this modification structurally sound.
- Scope of work — the concrete deliverables: a design review report, calculations, a marked-up spec revision, a compliance-gap list against a named code.
- What's not included— stamped or sealed drawings if you're not licensed to provide them, construction oversight, fabrication supervision, or permitting submission.
- Timeline — with any dependency on the client providing existing drawings, specs, or site access before review can start.
- Pricing and payment terms — fixed fee for a bounded review, hourly if the scope depends on what the review uncovers.

Objective: Independent structural review of a proposed mezzanine expansion in an existing warehouse, to confirm the design meets applicable building code requirements ahead of permit submission.
